Want to read VAX Files-11 format floppies on PC

I am looking for a utility to read VAX "Files-11 On-Disk Structure Level 2"
formatted floppies from UNIX (or DOS) PCs.  The VAX are NOT running VMS 
(running VAXELN, an embedded realtime kernel) so I don't have the ability to 
create cpio or other format floppies.

Please Email any info.
