||-- ISSNNet Status Report --||
-----------------------------------------------------------------------------
by Paolo Gaudiano <gaudiano@park.bu.edu>
This newsletter represents a turning point for ISSNNet. The past year has
seen ISSNNet struggling for survival, because of several factors. Organizing
and implementing the sponsorship for students attending the Seattle and
Singapore IJCNN conferences took an unexpectedly large amount of time, which,
coupled with the fact that both Karen Haines and I completed our studies in
May of 1991, made it nearly impossible to maintain some of the other ISSNNet
activities. This unfortunately included our efforts to hand the society over
to new officers. Thanks to the help of Andy Worth and a few other people, we
have recently been able to organize a drive for nominations for officer
positions, and a ballot for elections is included in this newsletter. We also
recently completed a detailed proposal that is being reviewed by a number of
people, and will be presented soon to all major professional Neural Network
societies.
In spite of a lack of visible activities, such as publication of this
newsletter, our efforts to represent the interest of students continue in a
number of ways. Lonce Wyse of Boston University recently volunteered to
organize a sponsorship program for the IJCNN-92-Beijing conference that will
take place later this year. Both INNS and the IEEE Neural Networks Council
have committed $5,000 annually for support of students traveling to
conferences. ISSNNet will continue to provide assistance with the allocation
and distribution of these funds. Our continued efforts have received support
from many professionals in the field, and ISSNNet has played a pivotal role
in the recent trend that sees lower student registration fees and increased
benefits at many international Neural Network conferences.
Other projects have proven to be less successful: our attempts to collect
student resumes and distribute them to companies was largely fruitless, and
proved to be a more challenging task than a handful of students should face.
The creation of a new USENET newsgroup (comp.org.issnnet) so far has had
little success, with only minimal traffic; a few messages on other NNet
bulletin boards actually expressed dubious feelings on that venture. We still
think that many student-related topics will be better handled in a forum such
as c.o.i., and hopefully a renewed interest in the society will result in
increased use of this resource. We have investigated other projects, such as
a list of graduate programs in NNets, and a list of employment opportunities.
These projects have been somewhat successful, and hopefully will continue
when new officers are elected.
The recent decline in ISSNNet activities is admittedly a reflection of the
lack of experience of its founders. Our desire to be an independent
entity---unaffected by the political turmoil that can afflict professional
societies---placed all the responsibility on the shoulders of a handful of
students. Our energy and commitment, while sufficient to motivate many
exciting tasks, was spent in many cases in the process of discovering tricks
of the trade by trial-and-error. None of us new what it is like to file
incorporation papers, or out-of-state tax forms for the sale of T-shirts. Nor
did we have any training in fund-raising, organizing scholarships, creating a
USENET newsgroup, or maintaining large membership lists. Most importantly, I
think we lacked a knowledge of the skills required to set up the kind of
self-sustaining infrastructure that can ensure the continued existence of the
society. Many individuals sent e-mail or wrote to us asking how they could
help the society. Our reply to most of them was that we had no idea either,
and that any self-motivated effort would be a welcome addition to our own
contributions. It is difficult to ask someone to help you with filing IRS
forms when you yourself have no idea what the forms look like.
We now have gained enough experience that we can specify a number of tasks
that can be handled by volunteers: the new officers will be able to draw from
our experience by delegating the responsibility for these tasks to many
volunteers, instead of having to do everything by themselves for the first
time. In addition, if our proposal is accepted by a number of professional
societies, the longevity of ISSNNet will be much more likely.
In the meantime we are no longer accepting individual membership forms. The
daily handling of membership forms and electronic requests for information is
more than any fledgling student society should handle, let alone a single
individual who is trying to complete his studies. If our proposal is
approved, student members of any cooperating society will automatically
become an ISSNNet member. Perhaps we will install a system that automatically
replies to electronic requests for information. We apologize to those of you
who sent in a membership form in the last ten months, and never got a reply.
Your $5 check will not be cashed. If you sent cash, we will try to return it
to you once we manage to sift through our giant pile of mail.
My outlook for ISSNNet is positive. The continuous stream of surface and
electronic mail shows a great interest in the existence of a group such as
ISSNNet. The society can be helpful in many more ways than we have even
considered. Once the new officers are selected and become active, they will
provide guidance for volunteers or other interested individuals so that old
projects will thrive and new projects will blossom. As long as there are
students in the field of Neural Network, ISSNNet will continue to represent a
source of assistance and information, and it will ensure that the interest of
all NNet students is safeguarded.

[The following message was sent in reply to an announcement requesting
submissions to the then-newly-created USENET newsgroup comp.org.issnnet]
>>> Thomas M. Breuel <tmb@ai.mit.edu> writes: <<<
I think the name is poorly chosen. I didn't make the connection between
"comp.org.issnnet" and the student neural network society and immediately
unsubscribed.
>>> Paolo Gaudiano <gaudiano@park.bu.edu> replies: <<<
The issue of a name was discussed among various ISSNNet people (including
myself, Karen Haines, and other ISSNNet members who have been involved with
the connectionists mailing list and neuron-digest, among others), as well as
with a few USENET gurus, before the newsgroup was proposed. Basically the
choice was between a long, self-explanatory name such as
comp.ai.students.neural-nets or something more "proprietary" such as c.o.i.
Some of the reasons we chose the latter include:
1) The newsgroup is in fact meant as a primary source of information
exchange for ISSNNet. While we encourage participation from other
individuals, we are trying to establish ourselves as a major NNet society
around the world. Students joining in on comp.ai.students.neural-nets would
have no reason to imagine that an organized effort on behalf of a single
students society lies behind the group.
2) The name of the newsgroup, while it may unintentionally turn away some
people, is also good publicity in certain cases, and is another way of making
our organization more official.
3) The comp.org hierarchy enjoys a rather extensive distribution. While
this is also true of comp.ai, it is not true of all alternatives we explored,
including alt. and sci. hierarchies.
4) A name such as comp.ai.students.neural-nets would be likely to turn away
non-student NNet researchers, which is something we don't want to see. The
society promotes the role of students in the field, but thrives on the
participation of non-students as well.
The whole idea behind the USENET policy for creation of a new newsgroup is to
allow the initial proposal to be judged and criticized by a large number of
people *before* the voting takes place. The discussion period for c.o.i.
lasted just over one month, and was advertised twice on all related
newsgroups and mailing lists, including comp.ai.neural-nets, neuron-digest,
and the connectionists mailing lists. During the entire month not a single
objection was raised to creation of this group, so I would say that our
preparatory effort in choosing a name paid off. Of course as you point out
such choices require inescapable tradeoffs, and the non-explanatory nature of
the group's name is certainly one of them.

||-|| Action Potentials: ISSNNet Announcements <issnnet-ads@park.bu.edu> ||||
-----------------------------------------------------------------------------
Editor's Note: Please submit all SHORT announcements to the address above, or
send surface mail to our main address (front page).
MEMBERSHIP FEE REMOVED: As a result of our recent efforts to restructure the
ISSNNet membership process, we are temporarily dropping the $5 membership
fee. You will notice that no membership form is appended to the end of this
newsletter. We will continue to send information to all past members (unless
a request is made to be removed from the mailing list), and will honor new
requests for copies of our newsletter or other information. In the future the
$5 fee may be reinstated or removed permanently, depending on the outcome of
our current reorganization bid.
BEIJING SPONSORSHIPS AVAILABLE: Once again ISSNNet will be coordinating
student sponsorships, this time to attend the 1992 NNet conference to be held
in Beijing later this year. Lonce Wyse of Boston University is coordinating
this effort. Details will be sent out together with the paper acceptance
forms from the IJCNN organizing committee.
REQUESTING MEMBER FILE UPDATE: With every message and newsletter that we send
out to the ISSNNet mailing list, we invariably get a number of returned
messages from users whose accounts ahve changed or expired. When your
account is changed or removed, please notify us so we may modify our mailing
list accordingly. Aside from generating unnecessary work, bogus addresses can
have unexpected consequences: our recent call for nominations was returned by
a mailer in Germany which bounced a copy of the original message not only to
the sender, but also to all intended recepients, including the one that
casued this error. This caused an infinite loop of mail going to several
hundred people around the world. Fortunately we caught it on its third pass,
but this was still an inconvenience that could have been avoided.

|| SPECIAL COLUMN: ISSNNet OFFICER ELECTIONS ||
-----------------------------------------------------------------------------
[Editor's note: ISSNNet would like to thank Andrew Worth for his effort in
the preparation and coordination of the official ISSNNet elections, including
the official ballot. Because Andy is nominated for one of the position, the
actual election process will be carried out in cooperation with other
volunteers.]
This special column features nomination statements and the official election
ballot for the International Student Society for Neural Networks. All four
officer positions are up for election: President, Vice President, Director,
and Treasurer. Since most of the officer positions have only one official
nominee, we are allowing write-in candidates. The candidates with plurality
of votes will become the new officers.
Once again, the qualifications for potential nominees are: The nominee must
be enrolled at a recognized academic institution (proof of student status
will be required) AND HAVE RELIABLE ACCESS TO ELECTRONIC MAIL. Each
nomination must be supported by at least 10 student members. No more than two
Officers may belong to the same Area of Jurisdiction (Country, State,
Province, Region, etc. with at least five student members). Moreover, the
President and Vice President may not belong to the same Area of Jurisdiction.
Because ISSNNet membership processing has been suspended for some time,
anyone who has been a member of ISSNNet in the past can vote. This includes
students outside the USA who were unable to submit dues because of exchange
problems, but who have been on our mailing list in the past, directly through
ISSNNet or through one of the Governors.
--------------- NOMINATION STATEMENTS --------------
[Each candidate for an ISSNNet officer position was asked to submit a
nomination statement to the USENET newsgroup comp.org.issnnet. The statements
are reported here for those who do not have access to this newsgroup.]
JAMES W. CONLEY
---------------
My name is James W Conley, I have been nominated for the office of Vice
President of ISSNNet. The following will briefly outline my interests and
qualifications for this office.
QUALIFICATIONS:
- Ph.D. Candidate, Info Tech, George Mason University, Present
- M.S., Computer Science, University of New Haven, 1988
- B.S., Physics, Pennsylvania State University, 1980
- Unrestricted Line Officer, United States Navy, 1980 - 1985
- Principle Analysts, AI group, Sonalyst Inc., 1985 - 1988
- Peace Corps, Volunteer, 1988
- Sr. Software Engineer, R&D group, PRC Inc., 1988 - Present
- 12 years of leadership positions and responsibilities in a team
work environment.
My academic research is in the areas of AI, Machine Learning, and Neural
Networks. My Ph.D. thesis will address the application of neural networks
for pattern recognition which feeds into a higher level strategic planner.
Machine learning, in the form of Genetic Algorithms, will be used to develop
a strategic plan based on a set of scenarios.
INTEREST IN ISSNNet:
As Vice President, I will support the President and help implement the
policies of the Governing Board. A personal goal will be the advancement and
growth of the ISSNNet membership. I feel that the natural method for growth
is by making the ISSNNet a catalyst for information and contacts that are
useful for graduate students interested in Neural Networks. We all believe
that there are no "Dumb Questions". However the frequently sought after
information, necessary for a student in the first few years of Neural Network
research, could fill volumes.
**********
RICK GILMORE
------------
My name is Rick Gilmore, and I am a candidate for the office of Treasurer of
ISSNNet. This fall, I am beginning a Ph.D. program in psychology at Carnegie
Mellon University. This message outlines my qualifications for office and my
interests in the position.
I invite students and others interested in the future of ISSNNet to contact
me directly to discuss how to realize the Society's fullest potential.
QUALIFICATIONS:
- B.A. in cognitive science, Brown University, 1985
- Five years of nonprofit/association management experience, including
fundraising, public relations, membership marketing, financial management, and
volunteer recruitment/training. Since September 1991, I have been program
director at the International Neural Network Society (INNS) in Washington, DC.
- Two years of management consulting experience, involved in international
trade issues in Asia and Eastern Europe.
- Volunteer leadership experience with the Colorado State Society (President
1989-91), Brown University Club of Washington, DC (Vice President 1990-91),
and D.C. Cares (Project Coordinator 1991).
WHY I AM RUNNING:
I believe that an active, organized student society can make significant
contributions to the neural network field by providing support,
encouragement, and exposure to the next generation of scientists. I plan to
draw upon my professional and volunteer experiences to help the officers
build a solid organizational and financial infrastructure for ISSNNet.
This will most certainly mean maintaining productive relationships with the
leading professional societies in the field (IEEE NNC, INNS, and others), as
well as creating the internal structure necessary to carry out ISSNNet's
mission. Of course, ISSNNet's highest priority is to provide ongoing support
for students committed to learning about and contributing to the neural
network field.
**********
ANDREW J. WORTH
---------------
My name is Andy Worth, and I'm running for the ISSNNet office of Director.
This message is to allow me to describe myself to you.
I will be finishing up a Ph.D. in the Cognitive and Neural Systems Department
at Boston University within a year. As per ISSNNet bylaws, an ex-student can
hold office for up to one year after graduating.
I have been interested in Neural Networks for around six years and have been
involved with ISSNNet for over two years. I have worked closely with Karen
Haines (President) and Paolo Gaudiano (Vice President) during that time to
help shape and promote ISSNNet. I am currently acting as the Director of
ISSNNet where my main duty is to organize elections. Since I am also a
candidate, all election proceedings will be overseen, and the final counting
of votes will be handled by Paolo Gaudiano.
I am running for Director because I believe that ISSNNet is a worthwhile and
important society and I want to assure the continuity of its contributions to
the Neural Network community. ISSNNet has been the student's voice to the
Neural Network Societies and Conferences. Along with those members of the
Neural Network Community who are sensitive to student issues, ISSNNet efforts
have allowed students to receive the benefits of full conference attendees.
Also, ISSNNet has been a catalyst in establishing student financial support
at conferences and is also the means for distribution of those funds. These
are only some of the valuable contributions a student society can make in a
research community. The recently created proposal for the reorganization of
ISSNNet contains others. The importance of student participation in this
field is acknowledged by most, but not as many appreciate the need for the
representation of student views. I believe that students formed in a
cohesive organization can make changes, not just for our own benefit as
students, but mainly to ensure the longevity of our field. As Director, I
will work towards an ISSNNet that meets these lofty goals, and I will also
handle the elections. ;-)
***********
WEILAN WU
---------
My name is Weilan Wu, the position I am running for is the President or Vice
President of ISSNNET. I am a graduate student in the Department of Computer
Science, Washington University.
Now I am in the doctoral program, and I am interested in the areas of neural
networks for two years. The work I did included constructing a feedforward
network to recognize the handwritten characters on maps or mechanical
drawings, the other research I have been doing is using the neural net
approach to extract high-level features in spoken speech. Some of our work
will be presented on the Cognitive Science Conference in Bloomington in
August.
Thanks for the supporting.
