It depends on the user organization and their level of support. If the 
organization sends people to standards commitees and assists in directing
the evolution of open system standards, the answer is yes. If the user 
organizations have the purchasing power to truely affect the market place, 
the answer is yes.  If the user organizations become fractured, underfunded, 
or ineffectual in voicing their needs and direction to the media, then answer 
is no.
