I was looking for something like this last year, and drew a blank.

The only things I came up with were

1) CEO Object Office (expensive and a bit odd in spots...)

2) A local (Aust) firm said they would write me one if I could
guarantee 50 sales. DG Aust got interested at that time, but nothing
came of it, as we didn't go ahead with using Windows.

I found option 2 by ringing people who advertised Windows terminal
emulators until one was interested.

If you find one, can you post the info?
