named service failed as an issue from rndc ?

hi,
I set up DNS alright in rh8. Now in rh9, one issue messed up something.
after using GUI (rh9) to setup DNS, I started [named], but it told:
rndc: connect failed: connection refused.
Read thru' docs yet I can not find any errors in files /etc/rndc.conf;
/etc/rndc.key; /etc/named.conf.
Any suggestions are high appreciated
