sys_tz can be set with settimeofday().
Try this C program:

struct timezone tz;
tz.tz_minuteswest = -10 * 60; /* or whatever */
tz.tz_dsttime = 0;
settimeofday( NULL, &tz );
}

And look at the man page for settimeofday!
