Your first problem: As you said, your 1gig drive is on the second controller
card and therefore not the 2nd drive in your system.  Linux (unlike dos)
assigns the drive names based on where they actually are, rather than on how
they are encountered.  Therefore your drives are /dev/hda and /dev/hdc. 
Your second problem: Why are you trying to fdisk a DOS-only drive under Linux
anyway??  You should fdisk and format it under DOS, not Linux.

To get LILO to see it, just put in your LILO config file:
other = /dev/hdc1
  table = /dev/hdc
  label = dos

There is no need to use Linux fdisk to get LILO to see the drive.
