Unless you specify the name of the archive file, tar uses /dev/rmt0 as
default.  You can specify it explicitly via 'f' option.

Also, if it was compressed, you must uncompress it first.  Native tar
cannot uncompress so you must use this command.
% zcat foo.tar.Z | tar x(v)f -  # (- means stdin)
or 
% gnuzip -c foo.tar.gz | tar x(v)f -

(NOTE: 'gunzip can uncompress both .Z and .gz, and Linux's 'zcat' is
equivalent to 'gunzip -c')

But Linux's (GNU) tar can call uncompressor by itself.  Use 'z' option
like
% tar x(v)zf foo.tar.gz
