Ok, so what do we do to slove this problem? My users also would liek to
be able to upload and download files. Can someone tell be is I can use a
Telbit NetBazer with Linux? I am not sure if this is a Telebit problem or
a Linux problem, I just need to get this to work.

Try adding -8 to the command line on the rlogin or make them telnet into your
network.
