dial on demand - how?

I am trying to set up a PC running Linux to act as a mail hub
for a number of remote users, with a dialup connection to the
Internet (via Demon). I've given up trying to use KA9Q!

I have the basic system running fine, and mail to/from the
Internet works well. At present I run dip with a script to
establish the connection, and use dip -k to kill it.

I plan to set up cron to run dip every hour or so to poll
for incomming mail.

My problem is outgoing mail.

THE QUESTION
------------
Is it possible to set up linux (dip + smail) to dial up
if there is any mail to send, as soon as the user has
"sent" the mail?

(With this scheme, outgoing mail would be sent to the net
on demand and incomming mail would be collected by regular
polling. Of course, any mail waiting would get transferred
on either type of connection)

I suppose a quick shell script which checks the mail queue
ever few minutes, and runs dip if there is any mail to send
would work fine, but I don't want to re-invent the wheel.

I have searched the manuals, HOW-TOs, and FAQs but found no
reference to demand dialup.

Regards

        John
