I am a bit naive in these things, but I doubt one approach is more
'correct' than the other.  Reducing the functions that run in
privileged mode would increase system security and reliability, but at
the expense of speed and vice versa.  I think some of MS Windows speed
advantages (where they exist) are because many 'application' type
functions operate in privileged mode.

Linus most probably assessed the alternatives and chose the way he did.
