That's open to debate. Usenet messages are supposed to have the same
format as mail messages. Mail messages can use MIME. So one could argue
that Usenet messages should allow MIME. OTOH, there are still a lot of
Newsreaders out there which cannot handle MIME, and since Usenet
(except for the binary hierarchies) is supposed to be text-only there
is not much need for MIME (except Content-type: text/plain; charset=
headers for non-ASCII messages), so one should avoid sending MIME
messages to the Usenet.

Compilation doesn't give you much security. Reading the source (or
having other people read the source) does.

Sendmail could encrypt messages, but it cannot sign them for you,
unless it knows your secret key. And I hope you don't want to give your
secret key to sendmail. Sendmail could sign them with
"postmaster@your.host" or something like that to certify that the mail
did originate at your host.
