well, I tried to use a route to the dummy interface one and it
worked for some things but not all things (eg X )
So I did a

ifconfig dummy hostname
route add -host hostname lo

this works because an IP address is recognised as being local
if there is an interace wth that IP address
but a packet for that IP address will only get to be delivered
if there is a valid route to an interface.
for some things the dummy interface is not a real interface; i dont know
why ...

there is no requirement to have a route through an interface in order to
make its ip address local; there is a requirement to have a route
for that ip address, going somewhere ...
