I would try a more recent kernel. Using softraid by myself here, I noticed
that unnecessary resyncs have gone away completely at least since I run
2.4.24 or 2.6.x.

Appears the raidtools got something wrong here ...

I would suggest you do
- boot from - best choice - a knoppix 3.3 or 3.4 cd and
- copy raidtab from your mounted etc partition (you may as well mount only
one disk of the raid but r/o) to /etc in ramdisk
- unmount your distributions root again
- raidstop /dev/md0
- fsck -y /dev/hde2
- dd if=/dev/hde2 of=/dev/hda2 bs=64k
Make absolutely sure the command completes without error, except it
complains about the last block not being written completely.
mkraid --(really-)force --dangerous-no-resync /dev/md0
Well, that last command sounds a bit "dangerous" indeed, but for me it did
always work fine. Nothing more superfluous to tell but "backups are a
must-have" ;-).
