In XF86Config-4, make an input section for each mouse and keyboard.
Make two ServerLayout sections, each with its own mouse, keyboard,
and screen. Make sure xinerama is off. The screen in the first
ServerLayout should be assigned "0", and the second ServerLayout
should be assigned "1".

Start two instances of X with different serverlayout options.
startx -- -layout FirstLayout
startx -- -layout SecondLayout
