True, and it wasn't pure chance that it ended up like that.
The IBM <-> HAL (HAL9000 from 2001) thing was pure chance.

Click on the Start button, select Run, type in "progman"
and hit enter. Enjoy ;-)

It's called NT 5.0 and it's looks like 98. Like all MS products
it still needs to reboot to change even the most basic settings.

As someone once wrote "Windows has detected that the mouse has
moved, please reboot for this change to take effect".
