That's actually only partly true.  There is at least one FTP client
which  
will allow for FTP sessions to resume where they broke off (a-la
Zmodem),
but I don't recall the name offhand.  You might try doing web search on
the topic using Altavista (www.altavista.com) or Quarterdeck Webcompass.

The big problem is that the server you are downloading from must be
running an FTP daemon (the server-side software) which supports this,
and the vast majority of them do not.
