Problem with WIN NT 4.0 DNS settings for cache.dns

I've been trying to configure the Win NT Server 4.0 DNS server. The cache.dns configuration is giving major headaches. The default configuration of the cache.dns file is to point to the 10 or so root name servers on the internet. For various reasons I would much rather point my dns server at my isp's nameservers than the ones that Micro$oft provides as defaults. (Among other reasons I do not seem to get any response out of the "official" name servers") I have tried using the DNS manager to remove the NS and A records for A.... and B... etc. I have then put in my own NS and A records for ns0.demon.net and ns1.demon.net. These values seem to stick for a short period (long enough to run nslookup and check out a few addresses.) However it seems that as soon as I stop the DNS server and restart it I get the original "default" and unwanted values back. I have gone to the lengths of stopping the DNS server, going into \Winnt\system32\dns and changing the cache.dns file by hand to the desired configuration (And the backup\cache.dns file as well come to that.). None of this seems to have any effect, after a few minutes I am back to the original list of 10 root nameservers. I've also tried disabling the boot from registry setting and using my own dns boot file (this did not seem to be effective.) I am getting a bit p****d off with software that seems to think it knows better than I do what my root name servers should be. From where does the M$ DNS server get its list of default root servers? Is there any solution to this problem beyond installing BIND (which would then loose the WINS and DHCP integration)?
