I have an Ascend Pipeline 50. I was able to configure it so that
it did not make outgoing calls in response to NetBEUI traffic on
my home LAN (three Win 95 machines).

I have since installed NT 4.0 on one system and the Pipeline 
brings up the ISDN line a few seconds after each login.

It doesn't bring up the line is response to a hard boot. And,
once I have logged in, NT will sit there for several hours
without bringing up the line at all. It's not one of the
regular 12 minute or one hour broadcasts.

But, there is clearly some kind of broadcast packet(s) generated
by NT at login time. Can anyone help me identify the NT Service
that causes it.

Disable ports 137,138,139 in the call filters, or just disable dial
on broadcast.  Mine is configured to route ip, so dial on broadcast
is automatically disabled.  It does not initiate a call when NT4.0
users login or out.
