Menu in TDialog 'window' creating background strip under it.

I am programming in OWL using a TDialog for my MainWindow. I have a menu
in it, when that menu is 'attached' it leaves a Strip about 2 pixels high
under the menu_strip itself. This Strip contains whatever was on the screen
at that spot, and when the window is moved so goes the 'graphics' inlaid in
the strip.

Is this a programming bug in Windows, Borland, or me?

My solution so far is to eliminate the menu and rely totally on buttons
for interaction.

I have tried 'stretching' the dialog box upward, but when the program is
executed and the menu-strip is attached the gap is still there.
