You should be confused; SUBST is twisted.  It will work properly if (a) it's
started before Windows; (b) you're using Windows 3.11 or earlier.  SUBST is
not compatible with Windows for Workgroups 32BFA or Windows 95.

My advise:  forget SUBST.  It may work today, it definitely won't work 
tomorrow.
