As you are familiar with the UNIX tools, then your problem is solved:
just get ports of SED and/or AWK for MSDOS. (You'll probably find
that *GREP has features that you simply can't live without, too.)

ftp ftp cdrom.com /pub/simtel/msdos/editor/
ed_el.zip B 31940 890314 Line-oriented editor, like UNIX V7 ed

ftp ftp cdrom.com /pub/simtel/msdos/fileutil/
fix403s.zip B 34419 941009 Find/replace any byte string in any MSDOS file

ftp ftp cdrom.com /pub/simtel/msdos/vendors/gnuish/
gsed-203.zip B 164015 931219 GNU stream editor version 2.03. Src included

ftp ftp.cdrom.com /pub/simtel/msdos/textutil/
chang501.zip B 75902 950112 Change strings in text files
change17.zip B 16992 930130 Change text in one or more files
repstr40.zip B 94420 930714 Remove or modify strings in text files
sed15x.zip B 21163 911015 Unix-compatible streaming editor v1.5 EXE/docs

ftp ftp.cdrom.com /pub/garbo/garbo_pc/unix/
ed3.lzh Ed - line oriented text editor, similar to UN*X v7 ed (w C)
edstuff.arc UN*X ed

ftp ftp.cdrom.com /pub/garbo/garbo_pc/editor/
ed.zip Unixish Ed for MS-DOS

ftp ftp.cdrom.com /pub/simtel/msdos/awk/
awk320.zip B 98194 910713 AWK text scanning and processing language

Take this as a guide only, there might be newer versions; my index is dated.
