DOS knows nothing of TZ.

UNIX & C libraries and utilities, because of their origin, may well
default to California time; and may even be settable for other US time
zones - after all, nowhere else matters.

DOS translations of UNIX & C code are likely to inherit existing
defects; and may only have those parts needed for the place of
translation translated. The GAWK that I was interested in, for example,
would accept a TZ string; but it ignored the change-date rules provided,
using only the Merkin ones.

Some programs written for DOS use these libraries - a program which goes
silly from 2038-01-19 can be assumed to do so.
