The Library of Congress maintains all copyrights.  A document is legally
copyrighted as soon as you create it.  Putting the copyright notice on
the document and registering the document with the Library of Congress
are formalities that merely help prove that you were the one that wrote
the document.  The Library of Congress will gladly send you a booklet on
the subject free of charge.
