most is true, but not all: At least Pharlap has a version of its DOS extender
that provides virtual memory. Other extenders which rely on a DPMI server
(such as 386MAX or QEMM with Quarterdeck's new QDPMI driver or within a DOS
box inside MS-WINDOWS) should provide it, too, since DPMI provides virtual
memory. I don't know if this is true for all DPMI servers, but at least QDPMI
and the DOS box do.

Watcom and Metaware both work together with PharLap, according to their
advertisements. Watcom claims VM up to 32MB whith the (included) Rational
Systems DOS extender. Metaware is available with optional PharLap,
don't know if this is the VM version. Pricing is about the same.
