To be a little bit more precise than Dave Draper's message:
This rumour (or rumor, over here) is unfounded. That means that it,
and any component of it, may be true, partially true, or completely
untrue. That includes even the name "Borland C++ 4.0" which may or may
not turn out to be the name of some future product, although it is
unlikely to be the name of our next spreadsheet :-)
Now, Duncan Murdoch's message about BP 7.0, which is a shipping
product, was accurate. It does have a royalty free 16-bit DPMI DOS
extender.
