PC binary file formats (IEEE/IBM)

We have several commercial packages that read and write binary data files
on an IBM PC. Two formats appear to be in use, IEEE and a PC binary format.
I am looking for either a program to convert between the two, or a reference
on where I can find the details of these low level formats so I can write a
program myself.
