There's a setting in Netware 4.11 accessible from Monitor. In Monitor's menu, select "Server 
Parameters", then "Directory Services", then it's the 7th option down - "Synchronisation 
Restrictions" - this prevents the 4.11 server synch'ing with specified versions of DS.NLM so 
make sure it's set to OFF.
Also set "NDS do not synchronise with" to OFF - that options near the bottom of the list.
