Is there any existing data that your are copying over on the new sys:mail,
or is that new sys:mail volume completely blank?

If you are copying over to existing data, you may want to have the system
immediately purge deleted files so that you don't run out of directory
entries in the middle of the copy, which is what appears to be happening.
