Well, whether or not a characterset is valid is entirely different in
what document and which standard it appears. This maybe a server
problem if the server doesn't identify the document as such. This kind
of information seems to be sent in the HTTP headers to the browser.

It is a long story with Turkish. There is *no* character set that
supports Turkish in full. A few letters are missing. Not only that,
none of them support the Turkic character set which has even more
letters.

The web situation with Turkish is awful, and doesn't work. Folks report
good results with W95, but that is also not a real solution. The
drivers for those can be found at bilkent.edu.tr archives.
