The only reason a COM device driver would return after transmitting only some
of the characters requested is because the write timed out.  If you have CTS, DSR,
DCD, or transmit Xon/Xoff handshaking enabled the device driver will not transmit
unless, and until inactive CTS, DSR, or DCD become active, and/or until an Xon has
been received; assuming an Xoff had beed received earlier.

If you intend to use one of these handshaking modes you will either have to
increase the Write Timeout or handle the error you are receivien by attempting
to re-transmit the characters that weren't transmitted on the write request that
returned the error; or both.

You might get the COMscope demo and use it to see what is causing the problem.
That is if the above info doesn't help.
