Try typing HELP STARTUP.CMD at a command prompt.

Files with the .CMD extension are, first, batch files designated to run
under OS/2, comparable to .BAT files under DOS. Rexx also works in .CMD
files, but places a comment line at the beginning of the file (*/ xxx /*)
to tell OS/2 to call the Rexx processor.

You can have some very powerful code within the batch processing, without
using Rexx.

STARTUP.CMD is a special batch file that will run immediately after
CONFIG.SYS and before PMSHELL if it is found in the boot-root directory.
OS/2's networking install will create one if it isn't found, or edit one
that is already in use.
