I'd pick the 6x scsi over the 8x atapi though that is just me (G) You shouldn't
have any troubles installing either though you will have to load the atapi stuff.
If you use dos this means you must load your scsi drivers and the atapi drivers
in <1M. It isn't such a big deal in os/2 itself. Then again if you don't require aspi
for other devs it shouldn't really matter (ie =< 2 HD, and no scsi tape, scanner,
etc)

I assume the AWE 32 V is a good os/2 sound card as there is little bad I have seen
though I have no personal experience with it. If the current sound card meets your
needs you could keep it and buy your sister one of the comp show no name 
cards for ~50$ (assuming she only runs dos/win) that has the mx port on it.
Just an idea (maybe a bad one).
