Has ANYONE any idea about how to use ISDNpm's "paketfilter"?

Having recently switched the home LAN from using both NETBEUI and TCP/IP
together to putting NETBIOS over TCP/IP, I'm now plagued with the "I'm a
poor little Windows machine: surely there's someone out there that would
like to talk to me" broadcasts on ports 137--139. I use ISDNpm under
OS/2 Warp to perform dial-on-demand for /real/ traffic. and have had to
suppress this, otherwise I'd have one of those apocryphal GBP3000/qtr
phone bills!

ISDNpm would appear to have the facility to filter out this traffic:
however, the documentation is exceedingly opaque (as it freely admits)
and I have no idea how to tackle the job.

Attempts to contact the author have met with a stony silence: can anyone
confirm her address, please?

    "But we're a university. We /have/ to have a library!..."said Ridcully,
"What sort of people would we be if we didn't go into the library?"
"Students", said the Senior Wrangler, morosely. [TP: The Last Continent]
