Both Microsoft C6 (16-bit) and IBM C Set/2 (32-bit) can be used with
the OS/2 PM graphics API functions. Windows tools can also be used to
build Windows apps that will run either in full-screen or seamless
WIN-OS2 sessions, albeit with somewhat less power and performance than
the native OS/2 PM API.

That depends. If you want to write for OS/2 only, I'd suggest you use
C Set/2 from the low-cost PDK CD-ROM.
Best regards,
John
