Numeric keypad on is set in the BIOS, mostlikely set to "on". As long
you are booting, the NumLock is on, but as soon OS/2 takes over, it
turns NumLock off. You can now:

1. hit once the NumLock, than it is on for each OS/2 session.
2. Give in the autoexec.bat, that you are using for your Dos/winos
session the free program numlock. This will turn on the NumLock in
each Dos/winos session.

AND  AGAIN   ASK  IBM    WHY, WHEREVER YOU FIND AN IBM EMPLOYEE ASK
HIM. Maybe after three year asking they will do it, I ask only two
years already.
