Well, yes the AMD486DX2-80 runs externally at 40 Mhz.
The specs for VLB I (not very common) were
2 Slots at 33, 1 Slot at 40 and no slot at 50 Mhz
The specs for VLB II are
3 Slots at 33, 2 Slots at 40 and 1 Slot at 50 Mhz
The PCI-Bus clock runs independent of the processor clock.
