2.1GA can't find COUNTRY.SYS on install - Help

Howdy,

I am trying to install OS/2 2.1GA on a laptop and am having some
difficulties.

I boot the installation disk, the IBM logo screen appears and I am
instructed to install disk 1. I install disk 1, after a few seconds
of loading an error appears and the system locks. The error is that
the file COUNTRY.SYS can not be found.

I rebooted the machine to DOS, checked the directory of disk 1 and can
confirm the existance of the file COUNTRY.SYS.

So what gives? I checked the OS/2 FAQ and the only reference to this
error is to make sure no tape drives are attached, non are.

Do you have any suggestions as to a fix for this?

Thanks a million,
Roll Tide,
Rod
