What is testcfg.sys?

Hello all, 

In the config.sys, there is a line:
	device=c:\OS2\boot\testcfg.sys

What exactly does the testcfg.sys do? The name of it suggests that is is used 
to find out the configuration of the system. If this is true, why is it 
necessary if the system already setup properly? Is it safe to rem this line out?
