That's because those executables were not marked (in their header) as being
supported in a windowed command prompt.  There are actually very few OS/2
text executables that won't work in a windowed prompt, but there are some
Vio* services that a windowed prompt doesn't support.

Normally, you set this flag in the executable during the linking stage of
building it, but it can also be done after the fact.  If you have any sort
of OS/2 development environment (compiler, toolkit, etc..) look for a
utility called winable.exe (the older versions) or markexe.exe (a newer
version) that let's you make this change.  There may also be a similiar
utility on ftp-os2 somewhere.

If you set the bit to indicate a window compatible application, you'll be
able to run them in a window without a problem.
