Newbie: Powerbooks and networks.

I maintain 15 or so PowerBooks 1400/133 with 32 M ram and 1.2 G drives, all
connected to a local network. As a result of no restrictions, on or off the
network, setting, files, applications and everything on the powerbooks ends
up in a mess.

The problem is they are used off and on the network, due to staff taking
them for home use. So anything done to them must apply on and off the
network.
Restrictions I would like to put in place are:

*No changes to the hard drive: Obviously temporary files would have to be
written to the hard disk, but users should not be able to change any system
settings, install or remove any software, folders should also return to a
default state when restarted.

*No changes to the desktop: Both icons and appearance can not me moved or
changed

*Write only to the document folder on the hard drive: I know this
contradicts the first, but users are going to forget their disks and
sometimes require more room than a floppy can accommodate.

*When connected to the network work could only be saved to disk or the users
network folder/drive

As the computers stand theyre running System Software 7.6.1, but can be
upgraded to 8, 8.1 or 8.5. (Remembering the limited speed and ram) I also
have the chance of installing At-Ease 5.x. and can setup an At-Ease server
and Administrator. The current server is running AppleShare IP 6.x. Ive
been told that at ease would not completely do what I require.

Any help, advice or recommendations would be greatly appreciated.
