Does the PS-user encode the User-data parameter?

I have a more fundamental question that the previous one about User-data
encodings.

When issuing a P-CONNECT.REQUEST primitive, one of the parameters the PS-user
may pass is User-data. In the case of ACSE, this would be an AARQ-apdu. My
question is this: Should the ACSE encode the AARQ-apdu into the User-data
parameter, or should this be done by the presentation layer? My impression
is that since User-data is a parameter of the presentation service, that is
what the PS-user should pass in; thus, ACSE should encode the AARQ-apdu into
User-data.
