NSAP Address Allocation

I have a question concerning ISO Internet addresses (i.e. NSAPS), namely,
where can I get them???

I have read all the ISO documents on naming and addressing, on the structure
of registration authorities ad nauseum. They all tell theoretically how
everything fits in, but they don't say: "contact such-and-such at such-and-such
address..."

Does NIST (formerly NBS) administer them for U.S. ? ANSI ? MAP ?

Any help on this matter would be greatly appreciated.
