This is way out of my league, but from a practical standpoint, I just
want
to mention that if this ever happens (sounds like a good idea) then
there
ought to be some way for "securely" transmitting overseas. Either with
weaker encrpytion, or using a stronger system with escrow, so that the
gov't
will allow it out of the borders.
