The IEE 802E spec permits 5-byte protocol IDs. Are any of these reserved for
an installation's use? I have a friend who needs a "test" protocol ID and for
various legal reasons (government contractor, secure net, etc.) can't just
pick one at random from the 2^40 available.

Are there any "reserved-for-installation"?
