The PPP protocol can work either over synchronous, dedicated links (like
a T1 link) or over an asynchronous dial up line (a modem). The protocol
is the same in either case.
There are issues in a dial up PPP configuration that don't appear in a
dedicated setup; in particular, the software may have to issue some dialing
commands to bring the connection up, and it may bring the connection down
for reasons other than failure - for instance, to save money on long distance
bills. Dialing a phone is *not* part of the PPP protocol as such.
