I have 250-300ms on my PPP connection with V.32bis modem.
My /etc/ppphosts is:

1.2.3.4 - host-ppp idle=15 rtscts ipaddr protcomp mru=1500 accomp VJ

---

I have an NS16550AFN UART on my modem. That's all that's needed.
Make sure that your modem has commpression/reliable link settings on.
