Would you expect ARQ to be happening on PPP.

Another part of my problem is with PPP async/sync on a DTE/ISDN-TA
respectively:
would you expect the ISDN-TA to do the ARQ on the sync'ed link;
or the PPP at the DTE to do it.
If at all.

By "ARQ" you mean error control (often mislabeled "error correction"),
i.e. requesting a corrupted data backed be re-sent until it is received
properly or the protocol gives up.

You're being a bit too vague when you ask if error control will
"happen on" PPP. I believe you're trying to ask if PPP itself will
perform error control. The answer to that question is almost always
"No".
