xntp v3: Previous time adjustment didn't complete

After grabbing, building and installing the latest version of XNTP
(Version 3), I've noticed that my Sun SPARC machines regularly emit
the following warning/message.

Jan 22 16:25:00 koala xntpd[27079]: Previous time adjustment didn't complete

By regularly I'm talking every couple of minutes or so.  Can someone
tell me what this means and what I might to do fix the problem?
