Look on LOUIE.UDEL.EDU.  Actually, UDEL is just an archive site for the
software.  xntp was written by Dennis Ferguson at the University of
Toronto, while ntpd was written by Louis Mamakos and Mike Petry at the
University of Maryland.

I'm not aware of who did the xntpd port to hpux.
